Senate Wants More Cyber Intelligence – United States

Cyber threats are evolving constantly and the Senate Sergeant at Arms needs to know what is out there and what is coming. To that end, the office issued a request for proposals for a commercial off-the-shelf cyber threat intelligence platform with all the bells and whistles. Specifically, the Senate wants a commercial product able to scan publicly available sources such as paste sites, blogs, social media, code repositories and technical sources, as well as sources that are harder to find, like dark web forums and sites. As information is collected, it must be automatically sorted among nine categories: threat actors, malware, technical indicators, geographies, technologies, products, people, companies and organizations. All relevant information on each threat must then be pulled into a single report with “event timelines, tree maps, table views, and feed views of associated threat actors, IP [addresses], hashes, domains, malware and vulnerabilities,” according to the RFP. These reports should be generated automatically, without the user having to input a specific query.

Alert Ready Emergency System Fails 1st Test – Quebec, Canada

A glitch in the new national public alert system for mobile devices affected the entire province of Quebec on Monday, said a CRTC spokeswoman. The problem did not originate with cellphone service providers but appears to have occurred between emergency management in Quebec and Pelmorex Corp., which operates the system, said Patricia Valladao. “The alerts are actually coming from the emergency management in the region and then it goes to Pelmorex,” Valladao said. In an email to The Canadian Press, Pelmorex issued a statement explaining what happened. “A space incorrectly included in the coding prevented the Alert Ready System from sending the Quebec test message to compatible wireless devices earlier this morning,” it read, adding the misconfiguration was quickly corrected. The statement also pointed out the Quebec test “did broadcast successfully on TV and radio.”

War Games Focus On Global Terrorism – Philippines and The United States

The United States and the Philippine militaries launched major exercises yesterday aimed at fighting global terrorism, while staying mostly quiet on Beijing’s reported installation of missiles in the disputed South China Sea. The annual maneuvers are the second to be held under Philippine President Rodrigo Duterte, who has set aside long-simmering friction over competing claims to the waters in order to court Chinese trade and investment. The 12-day exercises began less than a week after US network CNBC reported that the Chinese military had, over the past month, installed anti-ship and air-to-air defenses on islands also claimed by the Philippines. “This exercise was scheduled whether those missiles were there or not,” US Lieutenant-General Lawrence Nicholson told reporters in Manila. “The exercises really have very little to do with recent developments in the area,” said Lt- Gen Nicholson, the US director of the “Balikatan” (“shoulder-to-shoulder”) maneuvers.
